IMPORTANT NEWS FOR NET ENERGY METERING (NEM) CUSTOMERS 

Do you have roof-top solar panels or other energy-generating systems on your residence or business? This information is for you, please read carefully:

All Rolling Hills Estates Net Energy Meter (NEM) customers enrolled in the Clean Power Alliance (CPA) program will receive a Net Surplus Compensation rate of 10% more compared to the Southern California Edison (SCE) rate for excess energy produced by your system.  This means you can receive bill credit and even cash back up to $10,000 annually (maximum per account).

Key differences between CPA and SCE NEM policies:

  • CPA customers pay their bill each month, which will help you make smaller payments throughout the year instead of a larger payment annually as established by the SCE process.  CPA also allows for excess credits to be rolled over on a monthly basis.
  • Beginning April 2020, CPA will true-up all customers on an annual basis rather than on a unique date for each customer.

CPA has recently modified its NEM policy to ensure that its customers may fully net out their consumption and credits over the course of the year.  As a result of the updated policy, they are providing NEM customers additional time to make an informed choice. Any customer who received a NEM true-up bill from SCE and choose to opt out of the CPA program by March 31, will have their previous credits restored and/or any NEM true-up charges reversed; their NEM status will be as if they had never become a customer of Clean Power Alliance. GENERAL CLEAN POWER ALLIANCE (CPA) INFORMATION

The City of Rolling Hills Estates is now part of the Clean Power Alliance (CPA), which is comprised of 30 cities and the Counties of Los Angeles and Ventura working together to bring clean energy choices to our communities. CPA has been available to Rolling Hills Estates businesses since June 2018 and will begin  providing clean power at competitive rates for the residential community beginning February 2019.

     Residential:  100% Green Power

While we hope you share our commitment to environmental responsibility, the choice is ultimately yours, and you can switch from the City’s default rates to a different level at any time. You have a choice between the following rate options:

  • Lean Power, which is 36% renewable energy, will provide a 1-2% cost savings, compared to your SCE bill.
  • Clean Power, which is 50% renewable energy, will provide a 0-1% cost savings, compared to your SCE bill.
  • 100% Green Power, where all power is renewable, will result in an 8-9% premium, compared to your SCE bill.

You also can opt out entirely without any penalty and your electricity generation charges will remain with SCE; but keep in mind that, depending on your option, CPA rates will be cheaper and/or greener.

Although the CPA will be sourcing your power, SCE will continue to deliver and bill customers, and there won’t be any material changes in your bill’s appearance. 

No matter what rate you choose, our community will soon enjoy the benefits of the Clean Power Alliance, including local control, competitive rates, and environmentally friendly energy sources.
