PUBLIC RIDING ARENA RULES
TRAINING RULES
Trainers must carry their current Business License on their person as required by Rolling Hills Estates Municipal Code Chapter 5.40 while conducting a lesson in a public arena.
Equestrian trainers, instructors, students and recreational riders must abide by the following Public Riding Ring Rules at City-owned or operated equestrian riding facilities:
1. Equestrian trainers, instructors, students, and recreational riders must follow the rules of conduct posted at each public riding ring.
2. Equestrian trainers and instructors must conduct their lessons in a manner that does not jeopardize the safety of students, recreational and other non-training forms of riding.
3. Equestrian trainers and instructors must carry their current City Business License and permit on their person as required by Rolling Hills Estates Municipal Code Chapter 5.40 while conducting lessons in a public riding ring.
4. Equestrian trainers and instructors are prohibited from conducting pony camps or similar equestrian programs in the City’s public riding arenas.
5. No more than two trainers/instructors are allowed to be in a public riding ring at one time.
6. The following limits apply to the number of students/horses allowed per trainer at one time per riding ring:
Chandler Park Arena: A maximum of two students per trainer/instructor; maximum two horses.
Dapplegray Park Large Arena: A maximum of three students per trainer/instructor; maximum three horses
Dapplegray Park Dressage Arena: A maximum of three students per trainer/instructor; maximum three horses
Howlett Park Arenas: No Limit.
7. The following riding ring rules applies to Chandler Park:
a. Open hours are available for training and recreational riders concurrently.
b. Maximum of six horses may be permitted at any time and includes no more than two horses per instructor/trainer.
8. No trainer or instructor may have more than two consecutive hours of consecutive lessons, and after which, must leave the arena for a minimum of one hour.
9. All equestrians are strongly encouraged to wear safety helmets.
10. To minimize dust, all riders must follow watering protocols posted at each park.
11. Failure to comply with any and all arena rules may result in a loss of training privileges or revocation of a Horse Trainer’s Permit and/or Business License.
JUMPING RULES
12. The following jumping rules apply at all public riding rings:
a. Jumps of any kind must be kept off the conventional diagonal area in all the jumping rings.
b. Jumps must not be placed within ten feet of the perimeter fence or gate at any public riding ring.
c. A full diagonal line must be left open between jumps at all times.
d. No more than five jumps may be placed in any ring at one time.
e. After using jumping standards, place all removed poles next to jumping standard bases.
ROUND PEN RIDING RULES
13. The following round pen riding ring rules apply at Dapplegray and Pepperwood Parks:
1. Lunging, turn-outs, and training time limit is 20 minutes per horse.
2. For each horse’s safety, only one horse is allowed in the arena at one time.
3. Riders must not leave the round pen area while a horse is in a round pen ring.
4. No sitting on the round pen ring walls or gates allowed.
RULES OF CONDUCT
Equestrian trainers, instructors, students and recreational riders must abide by the following Public Riding Ring Rules at City-owned or operated equestrian riding facilities:
1. Riders have priority over lunging and turn-outs.
2. All equestrians are strongly encouraged to wear safety helmets.
3. Only horses allowed in arenas; dogs are not allowed.
4. Keep gates closed when using the arenas.
5. Do not leave horses unattended or tied to arena fencing.
