The City of Rolling Hills Estates was incorporated on September 18, 1957. Part of the City's Vision is to "Enhance the pastoral character of the community by preserving open space and promoting the equestrian lifestyle." Rolling Hills Estates is dedicated to protecting this community of vast open spaces, rolling hills and three-rail white fences.

The City operates the public riding rings, and PWEC Enterprises, Inc. manages the Peter Weber Equestrian Center (municipal boarding stables). There are over 25 miles of scenic bridle trails throughout the City and a variety of equestrian-related activities occur throughout the year.
