The City of Rolling Hills Estates has specific requirements for roofing materials. An approved Reroof Request Application is required prior to applying for a Building Permit. (RHEMC Section 15.04.040). 

1. Complete a City of Rolling Hills Estates Reroof Request Application. 
2. Obtain Homeowners Association (HOA) approval (if required).
3. Email completed form and HOA approval to planning@rollinghillsestates.gov.
4. For contractors, obtain a City of Rolling Hills Estates business license (please click here).
