The Residences at Peninsula Center Project
The proposed project is a 90-unit residential development on a 2-acre portion of the Peninsula Shopping Center, located at 27525 Norris Center Drive. The project would provide (1) public parking, (2) affordable housing, and (3) public streetscape improvements in exchange for bonus level development to increase the residential density at the site. The project would demolish a 7,000 square foot (SF) vacant building and construct a five-story podium structure with a maximum overall height of 68 feet. The residential units would be a mix of one- and two-bedroom units, with 15% of the units reserved for moderate income households (9 units total). The project would provide a total of 240 parking spaces, with 85 spaces provided as shared public/private parking on the ground floor.
Project Status: Approved. On November 12, City Council approved Resolution No. 2588, approving the Addendum and development applications, and introduced for a first reading Ordinance No. 750 for the Development Agreement. A second reading of Ordinance No. 750 is scheduled for the December 10, 2024, City Council meeting.
Timeline
- On November 12, 2024, the City Council held a public hearing on this project and approved Resolution No. 2588, approving the Addendum and development applications, and introduced for first reading Ordinance No. 750 to approve the Development Agreement for the project, and continued the public hearing for a second reading and adoption of Ordinance No. 750 to the City Council meeting of December 10, 2024.
- On October 7, 2024, the Planning Commission held a public hearing on this project and made no determination or recommendation to the City Council on the project
- On September 3, 2024, the Planning Commission approved the request to continue this public hearing item to Monday, October 7, 2024.
- On August 5, 2024, the Planning Commission held a public hearing on this project and continued the item to the meeting of September 3, 2024. On August 19, 2024, staff received an official continuance request from the applicant to postpone the continued public hearing to the October Planning Commission meeting.
- On March 12, 2024, the City Council conducted a preliminary review of the community benefits and amenities proposed as part of this project. The Council determined that the proposed community benefits qualify for bonus level development pursuant to the City's Program (Section 17.30.090).
- On January 23, 2024, the City Council approved a task order for environmental consultant Michael Baker International to prepare an Addendum to the City's 2040 General Plan EIR for the project.
- On November 8, 2023, the City received an application for this project from Vestar.
- On March 14, 2023, the City Council conducted a “first look” meeting to consider a proposal for the development of a 90-unit residential project at 27525 Norris Center Drive.

The Brickwalk Residences Project
The proposed project is a 447-unit residential mixed-use project on a 10.42-acre site located on five lots at 615-855 Deep Valley Drive and 924-950 Indian Peak Road. The project would include 5,299 square feet (SF) of commercial space and 763 parking spaces across four buildings. The project would remediate the steeply sloped hillside that experienced a landslide failure in 1997. The project would provide 41 units for very low-income households, which qualifies it for mandatory benefits under the State Density Bonus Law (Gov Code 65915). The three buildings proposed along Deep Valley Drive would be seven (7) stories, consisting of three- and five-story portions over two levels of podium parking. The building proposed on the Indian Peak Road site would be five stories over one level of podium parking.

- On August 5, 2024, the City received a Development Application for this project from Rolling Hills Capital, LLC.
- On February 7, 2024, the City received an SB 330 Preliminary Application for this project from Rolling Hills Capital, LLC.
- On January 23, 2024, the City Council conducted a "first look" meeting to consider a proposal for the development of a 407-unit residential mixed-use project at the project site.
