2017
The City was approached by the Palos Verdes Peninsula Land Conservancy with an opportunity for a donation toward a small pocket park at the Harbor Sight Neighborhood. At the August 21, 2017 Park and Activities Commission meeting, the Commission agreed to review the concept and Harbor Sight Board of Directors and adjacent neighbor were contacted and provided support of the proposed park’s development.
A proposal was reviewed at the City’s December 18, 2018 Park and Activities Commission meeting to develop a conceptual plan of a small, neighborhood passive, pocket park adjacent to the Harbor Sight Neighborhood funded by a donation by Mr. & Mrs. Taber through the Palos Verdes Peninsula Land Conservancy. It was approved by the City Council on January 23, 2018.
2018
The Park and Activities Commission toured the proposed new park site on Palos Verdes Drive East and Harbor Sight. The Commission directed that the pocket park be reviewed in two phases with the priority being on the lower portion of the park, and future improvements on the north side of the park after an identified encroachment issue was been resolved.
The Park and Activities Commission reviewed and approved the conceptual pocket park plan at the August 20, 2018 Commission meeting and associated drainage concerns. The item continued under review at the September 17, 2018 Commission Meeting as well as the consideration of the name “John and Lynn Taber Grove” and recommendation to develop final plans and specifications under contract with the City’s contracted engineer. It was approved by the City Council on September 25, 2018.
City Council approved a contract to complete bid documents to develop John and Lynn Taber Grove at the October 23, 2018 City Council meeting.
A Memorandum of Understanding between the City and Palos Verdes Peninsula Land Conservancy for the funding of park design and construction costs to develop John and Lynn Taber Grove was approved at the November 27, 2018 City Council meeting.
2019
At the February 19, 2019 Park and Activities Commission meeting, the Commission reviewed a Phase II conceptual plan as a Scenic Corridor, which would be an independent project from Phase I including types of amenities to be considered and funding by Pepper Tree Foundation. Phase II considers the upper portion, north of the road on the right-of-way adjacent to the designated Taber Grove (Phase I). There were concerns expressed by neighbors and adjacent property owner of the Phase II area and the Commission tabled to item to be further researched.
Continued Commission discussion of Phase II at the May 20, 2019 Park and Activities Commission Meeting; no action was taken.
A brief update on project status was presented at the August 19, 2019 Park and Activities Commission Meeting; no action was taken.
A verbal report was provided at the October 21, 2019 Park and Activities Commission Meeting; no action was taken.
2020
City staff continued finalizing plans in coordination with the City contracted engineer, the Palos Verdes Land Conservancy and the Taber Family (as it related to drainage on personal property affecting City right-of-way drainage). Picnic tables were built and installed and some vegetation began to be cleared during this time.
Final specifications for Phase I were approved at the November 16, 2020 Park and Activities Commission Meeting and recommended for City Council authorization to proceed with bidding the project.
2021
At its meeting of April 13, City Council approved the recommended project bidder and funding that would allow the project to commence. A Request for Bids was published and three companies submitted complete bid documents.
Staff sought City Council review and authorization to proceed with bidding the project, which was approved at the January 26 meeting.
Work completed includes:
- Slight widening of the trail (8’)
- Improved drainage of the right-of-way area through grading and erosion control
- Cleared vegetation
- Replanted trees
- Hitching Post
- Trash/Recycling Receptacles
- Plaque on native rock installed
