John and Lynn Taber Grove

Taber Grove Dedication

Dedicated in August 2021, the John and Lynn Taber Grove project is a small, neighborhood pocket park on the east side of the City adjacent to Palos Verdes Drive East and Harbor Sight Drive. The area is available to walkers, hikers and equestrians, and has made a safer site by this project through the removal of trash and debris, and new amenities, such as picnic tables and a hitching post for neighborhood residents to enjoy.

Project History

January-April 2021

April 13, 2021 - At its meeting of April 13, City Council approved the recommended project bidder and funding that would allow the project to commence.

March 2021 - A Request for Bids was published and three companies submitted complete bid documents.

Bid Results

January 26, 2021 – Staff sought City Council review and authorization to proceed with bidding the project, which was approved at the January 26 meeting.

At the February 19, 2019 Park and Activities Commission meeting, the Commission reviewed a Phase II conceptual plan as a Scenic Corridor, which would be an independent project from Phase I including types of amenities to be considered and funding by Pepper Tree Foundation. Phase II considers the upper portion, north of the road on the right-of-way adjacent to the designated Taber Grove (Phase I). There were concerns expressed by neighbors and adjacent property owner of the Phase II area and the Commission tabled to item to be further researched.

The Park and Activities Commission reviewed and approved the conceptual pocket park plan at the August 20, 2018 Commission meeting and associated drainage concerns. The item continued under review at the September 17, 2018 Commission Meeting as well as the consideration of the name “John and Lynn Taber Grove” and recommendation to develop final plans and specifications under contract with the City’s contracted engineer. It was approved by the City Council on September 25, 2018.

The City was approached by the Palos Verdes Peninsula Land Conservancy with an opportunity for a donation toward a small pocket park at the Harbor Sight Neighborhood. At the August 21, 2017 Park and Activities Commission meeting, the Commission agreed to review the concept and Harbor Sight Board of Directors and adjacent neighbor were contacted and provided support of the proposed park’s development.

A proposal was reviewed at the City’s December 18, 2018 Park and Activities Commission meeting to develop a conceptual plan of a small, neighborhood passive, pocket park adjacent to the Harbor Sight Neighborhood funded by a donation by Mr. & Mrs. Taber through the Palos Verdes Peninsula Land Conservancy. It was approved by the City Council on January 23, 2018.
