On Saturday, July 8, the City learned of significant land movement on Peartree Lane (Zone RHE-E013):

On July 8, 2023, twelve homes were initially red-tagged and evacuated, with an additional five units subsequently being yellow-tagged due to damage to utilities serving those homes.

We will continue to update this webpage with information, including answers to commonly asked questions from the community and the media.

In the meantime, please know:

  • The City is continues to work with public safety partners and the homeowner's association to respond, assess and monitor the affected area.
  • Our public safety partners have confirmed: the Peartree Lane neighborhood remains closed to the general public, except to residents, City officials and public safety staff.
  • We ask our community to respect the privacy of those families who have been displaced from their homes during this difficult time.

Statement from Mayor Britt Huff, July 9, 2023

On behalf of the Rolling Hills Estates City Council, City Hall staff, and the community, we offer our support and sympathies for our fellow Peartree Lane residents who have been displaced from their homes by the land movement. The City is collaborating with the LA County agencies and the Red Cross for sheltering and support needs to ensure every resource is available to our residents. We are thankful for the speedy response of Red Cross, Los Angeles County Fire, Los Angeles County Sheriff and other County resources to assist with this situation as well as the support of our State representatives.

Rainy Weather Preparation

The area that recently experienced land movement near Peartree Lane is on private property, and the homeowners association (HOA) is implementing winterization measures to reduce the potential for erosion and storm-water run-off on the adjacent area.   The HOA’s contractor has already covered the headscrap of the landslide area with protective tarp and sandbags as part of its planned work.

These can include cracks or bulges in the ground, street pavement, or sidewalks; soil moving away from foundations; tilting of patios or foundations; broken water lines; or leaning telephone poles, trees, walls, or fences

Watch for slow-moving landslides, or earthflows, that pose threats to property:

  • Changes occur in your landscape such as patterns of storm-water drainage on slopes (especially the places where runoff water converges) land movement, small slides, flows, or progressively leaning trees.
  • Doors or windows stick or jam for the first time.
  • New cracks appear in plaster, tile, brick or foundations.
  • Outside walls, walkways or stairs begin pulling away from the building.
  • Slowly developing, widening cracks appear on the ground or on paved areas such as streets or driveways.
  • Underground utility lines break.
  • Bulging ground appears at the base of a slope.
  • Water breaks through the ground surface in new locations.
  • Fences, retaining walls, utility poles, or trees tilt or move.
  • The ground slopes downward in one direction and may begin shifting in that direction under your feet.

 


Know Your Zone

The Palos Verdes Peninsula cities, in collaboration with the County of Los Angeles Office of Emergency Management and public safety partners, have launched a new evacuation tool for the Palos Verdes Peninsula. The Know Your Zone maps will be utilized by local public safety agencies (law and fire departments), and your Peninsula cities to prepare you in the event of an evacuation. In urgent situations when an evacuation need arises, residents, businesses and visitors will be provided with timely critical information for impacted zones.

Knowing your zone is critical to the evacuation process. If there is a wildfire or emergency situation, navigating the Know Your Zone map can help determine your next steps in emergency incidents affecting where you live, work, and play. It’s also essential to sign-up for important emergency notifications through the Alert Southbay system. To find your zone, go to PVPReady.gov
