Rolling Hills Road Transportation Improvements

At its August 18, 2020 meeting, the City of Rolling Hills Estates Traffic and Safety Committee discussed two conceptual plans for a bike lane and pedestrian/multi-use pathway on Rolling Hills Road between Palos Verdes Drive North and the north City limit. 

At its November 12, 2020 meeting, the City of Rolling Hills Estates Traffic and Safety Committee reviewed the final conceptual design for Rolling Hills Road and recommended that the City Council maintain the final conceptual design as presented and that the use of retaining walls in the final design be avoided as must as practical, which could be accommodated by removing the pedestrian pathway on one side of the roadway, if necessary.  

At its December 8, 2020 meeting, the City of Rolling Hills Estates City Council approved the Traffic and Safety Committees' recommendation.  

At its July 26, 2022 meeting, the City of Rolling Hills Estates City Council approved and directed staff to execute the Measure M Subregional Funding Agreement from the Los Angeles County Metropolitan Transportation Authority, (MTA), which awarded the City of Rolling Hills Estates $229,450 to prepare engineered plans, specifications and environmental compliance for an intermodal transportation project on Rolling Hills Rd.; approved a Task Order for Willdan Engineering to provide engineered plans and environmental documents; and, authorized the expenditures of Measure W Funds and/or ARPA Funds to make up the shortfall in MTA funding for the project.  

The proposed project would widen an approximately 3,700-foot-long segment (0.7 mile) of Rolling Hills Road between the northern City boundary south of Crenshaw Boulevard and Palos Verdes Drive North and add Class II striped bicycle lanes, sidewalks, curbs, and gutters. No additional vehicle lanes are included in this project.
